About Pastor Larry Sebastian.
It is important to establish the fact that not all ministries need to be big to have lasting impact on society – for all the wrong reasons. Some smaller cults in the New Apostolic Reformation (and those wanting to tap into the Evangelical Industrial Complex) deliberately fly under the radar, impacting communities with their dominionist agendas.
Larry Sebastian was one such man who has attempted to fly under the radar in some capacity while also wanting certain levels of recognition and prominence in others. So what mountain (out of the seven in the Seven Mountain Mandate) did Larry want to be a part of?

It appears that his nephew, Guy Sebastian, was the first winner of the hit musical gameshow Australian Idol helped him kick-start his ministry in 2003. As an opportunist, Larry Sebastian quickly became known as a pastor and the uncle of Guy Sebastian.

With one foot on the business mountain, it seems he also wanted to have his other foot on the Business/Finance mountain… and on the Government/Law mountain.
Our research suggests through various sermon examinations that Larry Sebastian was inspired by his ‘spiritual father’, Bishop Vaughn McLaughlin of The Potters House International Ministries. The video and description below is from the Casey City Church Facebook page:

The video states that McLaughlin’s ministry is “touching the nations with a local church workforce of over 5000 strong” and that it “continues to go boldly where no other church and ministry has gone before” (this statement is important). This organisation sounds further cult-like with it’s claims that it “flies under the radar no longer.” Words like ‘touching the nations’, ‘visionary leadership’, ‘kingdom manifestation’, ‘traditional barriers’, ‘marketplace wonder’ and ‘divine initiative’ are concepts and language that aligns it’s theology to the dominionist cult of the New Apostolic Reformation.
McLaughlin claims his vision is based on Luke 19. The voice over and messaging in the following video reads:

It appears Ps Larry Sebastian used his inspiration and model of success to climb up by influencing his local area in Melbourne to potentially and financially grow his ministry endeavours. The video also captures McLaughlin purchasing and renovating building complexes – something Larry Sebastian did with his purchase of Light up Australia (which became Casey City Church).

This coming from APOSTLE Frank Damazio who’s incompetent leadership of MFI (through Johnny Scroggins), has completely decimated Casey City Church in Victoria, Australia. Damazio’s terrible teaching and bad leadership has not only highlights him as a fraud, it exposes that Damazio does NOT hear from God nor cares about the church’s destroyed under his leadership due to his poor choice of leadership. Both Damazio and Scroggins need to be exposed for his horrible, abusive ministry.

I feel your pain and brokenness because my husband suffered in the hands of Larry too. He was one of the founding members. My husband and I were the very the very first batch of abused victims. It got so bad that he had a mental breakdown which resulted in hospitalisation after suffering a seizure. He now suffers from PTSD. I now do not fear or feel anxious to share my story. There are lots more to share but I want people to know the truth about Larry. I like to put the past behind me but Larry needs to take accountability for what has happened but knowing him, he will never due to his pride.

“Executive Pastor, Elder, and Board Member” (and now Casey City Church “whistleblower”), has chosen to speak out against the scandalous and abusive ministry of Larry Sebastian and Frank Damazio’s Ministers Fellowship International.
The whistleblower writes,
If Christ Can’t Save Them…
I feel like a voice crying in the wilderness. No, I do not think of myself as John The Baptist. I say it as a Church Leader who has found himself in an impossible situation.
The Senior Pastor at my Church abused people and his wife exacerbated the damage done to them. A group of victims found their voice and I was the one they trusted to listen. I brought accountability to the extent I was able. It was decided by the Elders (the ones not related to the Senior Pastor) to ask for their resignation. We rightly found them to be scripturally disqualified. I asked for their resignation. They refused. So, I got the ball rolling to bring in external people to investigate and hand down a decision. They investigated. It took seven months. They too found the Senior Pastor to be scripturally disqualified. He was rightly asked to resign and offered a two-year package to go. It included a commitment by qualified people to salvage the Church and its businesses if possible. The Senior Pastor and his wife declined. “It’s their Church.”
So, He is still the Senior Pastor, and CEO. Being scripturally disqualified, he chose to survive by a flawed constitution – a real cut-and-paste job he created a decade earlier. I was criticised for not following it to the letter at the start. Recently, two specialist lawyers admitted, even they couldn’t make sense of it. Regardless, between the Senior Pastor’s family and supporters and the constitution, he remains in control like a python choking the life out of its victim.
I am the Executive Pastor, Elder, and Board Member who had the burden of hearing the stories of abuse and bringing the initial accountability. More has come out since this all began a year ago. It is disgusting.
Being a whistleblower has cost me my reputation. I have been defamed by the Senior Pastor and his family and supporters. Having heard much of what has been circulated about me, I’ve had no opportunity to fix the damage to my reputation. Friends have spread these narratives without asking if they are true. Talking to me would have been divisive in their minds, but parroting these things to others was somehow okay.
Over the last year, I have seen great beauty, miracles of healing begun, silence broken and victims handed the keys to their cells. It was all worth it. I would do it again. I will never regret listening. I will never regret doing something when no one would do anything. Those who have talked trash about me can take a flying leap. It hurts, but I can move on and leave them behind. I know how to grieve well. My future does not require their presence.
Being a whistleblower has cost me my job. Today, I confirmed with the office that I have been banned from attending onsite at the building where the Senior Pastor still clutches his idol. I have no idea what I will do. I know God is entirely trustworthy though.
Why do I feel like a voice crying in the wilderness?
Our modern concept of the Church is so flawed. I speak from the perspective of an Evangelical/Pentecostal experience. One tragic flaw is reflected among Pastors as a peer group.
If Christ himself cannot save the unrepentant, then what makes Pastors, as a group think they can restore a fellow Pastor who does not repent? Is it arrogance? Perhaps wishful thinking? I believe Pastors find it almost impossible to chastise another Pastor because they see themselves in the eyes of the other. There is an elevated compassion for their peers. By comparison, their compassion for victims can be lower than for their peers.
Looking back at the last year and the outcome for myself and the injured, I see an almost irrational desire to care for and restore our Senior Pastor. I do not say this as a criticism of those who have come to my Church to investigate and deliver their findings. I am so very grateful for them. I am not criticising. I am however making an important observation about the problem with Pastors as a peer group. Allow me to offer one clear example.
The Australasian Leader of Ministers Fellowship International (MFI) is a Pastor. Our Church is independent. Our Senior Pastor and his wife are members of MFI. By association, our Church is connected to MFI. It is not a denomination. I called MFI at the beginning of all this. It should have been the equivalent of a 000 or 911 call for me. This MFI Leader’s first act however was to reseat our Senior Pastor in his seat of authority. He showed outright disdain for victims and for me. He undermined all trust among the victims in MFI.
I now realise that MFI is only capable of being a fraternal organisation for Pastors. Ironically, their slogan is, “Healthy Pastors Leading Healthy Churches”. But what if the Pastor isn’t healthy? They have no capabilities, policies, processes or legal instruments to hold one of their Pastors accountable. They don’t provide ordination. Therefore, they cannot remove or suspend the ordination of one of their members.
I met for over two hours with this top MFI guy. He trivialised the stories of abuse the victims brought forward. I got so frustrated with his cold indifference that I asked him what he had to say to the victims. I kid you not, he opened his bible to the page he already had marked. He read, “If you don’t forgive, then neither will God forgive you.” Then he closed it and cocked his head to the side and stared at me. That was it. Victims have to forgive their abusive Pastor, or else.
The next day he walked the Senior Pastor and his wife back into the Sunday Service. I had warned him not to because of damage to victims. He refused to listen once again and victims have never set foot in the Church again. On Monday, he marched the Senior Pastor and his wife into the auditorium and required all office staff to come in and sit through a group grilling. Who had spoken? Who had listened? There were staff in that group who had spoken in confidence to me. The wife of the Australasian Leader was concerned later that day that one staff member who had a panic attack might sue, so she thought she should be given a couple of days off.
This Pastor came to our Church to help his Pastor. Simple. That is all he was capable of. He has proven himself to be a useful friend to our Senior Pastor. He will forever be remembered as a disaster for victims. Later in the year, I confronted the Australasian Leader of MFI, about his early involvement and the damage he did. He was unrepentant. I believe, he thought I was beneath him. Who was I to confront him? I pressed him to apologise to the victims, he said he didn’t need to. I pressed harder and he said, “I suppose, you could let them know, that if they are upset, I’m sorry they’re upset.” Of course, this is not an apology, it is a slimy way to say you are upset. I refused to convey a non-apology on his behalf.
At a point during the last year, those who investigated thought it would be a good idea to get victims and the Senior Pastor, his wife, their family and supporters all together for a night of reconciliation. The Senior Pastor read an apology to the victims. There were several sitting in the room. He could have spoken directly to them by name, but he just read the words on the page in a pathetic wooden manner. After ten years of working with him, I instinctively knew they were not his words. A few days after the event, we ran his written apology through three separate AI-Checkers. It turns out, he had an AI write his apology. That’s why the words didn’t sound like him. The most important speech he would ever give and he let AI write it for him. Pathetic.
He is still unrepentant to this day. He has tried to delay the establishment of a Trust fund dedicated to assisting his victims by paying for counselling and psychological treatment.
Our modern ideas of what a Pastor is are misaligned with scripture. The title is much bigger than it should be. Good Pastors burn out under the burden of it. The wrong people take on the title for the wrong reasons. Some bestow the title upon themselves. Narcissists exist in many of our pulpits. They are the wolves Christ and Paul were concerned about.
We have a problem and it must be fixed quickly. We need a miracle. It is not only a problem with the individual Pastor. The problem is what we have allowed Pastors to become. They have become something they were never meant to be – idols, a privileged class, first among equals, someone above question, someone with veto power when they are on trial.
This post is the beginning of my crying out. I am finished with the best efforts of mere men to redeem an unrepentant man who clings to the title of pastor. He is no Pastor at all. He is evil.
I am laying down all these titles that were given to me. I intend to relearn what a Pastor is according to scripture.

Former elders of Casey City Church publicly announce their resignation from Casey City Church on Facebook and release their scathing but biblical rebuke of Larry Sebastian.
Stuart Alsop and I have been advised to resign our membership at Casey City Church in order to access the Casey Counselling Trust assistance, which has been made available to victims of spiritual abuse under Larry Sebastian.
In an effort to protect ourselves and others, we have made this resignation letter public.

Former elders of Casey City Church hand in their resignation to Larry Sebastian, offering a scathing but biblical rebuke.
The resignation letter reads,
Att Larry Sebastian
Casey City Church
To Larry Sebastian and Casey City Church,
We have been advised to formally submit our resignation from Casey City Church to qualify
for the counselling trust set up to aid victims of spiritual abuse under your leadership as Senior
Pastor. Despite applying for the trust, it’s been noted that our membership still stands. The
trustees stipulate that acknowledgment of our official resignation from the church is necessary
for eligibility. We await your forthcoming response.
For the past year, We’ve been seeking assistance from psychologists and other professionals at
our own expense. We are profoundly thankful for the establishment of the Casey Counselling
Trust by external trustees and their legal advisors to aid all those affected by abuse,
manipulation, control, and negligence.
In our resignation letter, it is essential for us to explain why we didn’t resign earlier. As former
Elders and longtime leaders, we feel a profound sense of responsibility towards those we failed
to protect. Our blind trust in your spiritual authority caused us to overlook many wrongs, but
now that we’re fully aware of your actions and inactions, we can not ignore them any longer.
Staying on as members allowed us to attend the AGM, request information, and support
victims officially. However, it has become increasingly clear in recent months that even the
directors will not be granted access to the financial records. Basic information such as
statements, reconciliations, and agreements should be accessible to all members of a
church/charity. Yet, you’ve chosen to withhold everything. The lack of transparency and
accountability continues to this day.
With the request for our resignation to facilitate our pursuit of further counselling, we do so
with reservation. We still seek answers. However, evidently, our membership status holds little
influence. You see ‘the church’ as those who remain in the building. We see the church as
anyone that has ever been a part of our community over the past 21 years. Every individual’s life
holds significance. Their impact matters.
As young leaders under your authority, we were complicit in tolerating the abuse – turning a
blind eye to it. The stories that have emerged, shared by our friends and those we journeyed
with at various stages, shatter our hearts. To learn of what transpired behind closed doors, in
the darkness of night, within private offices, is agonising. We stood by you all this time,
unaware of the depth of depravity.
But you know what you did. And yet you persist. You continue to lead the remnants in your
congregation. You feed them a narrative that paints us as the evil doers. You play the victim.
But Larry, you are not the victim. You were never the victim. You need help, not authority.
During our tenure as elders, the church acquired 426 Princes Hwy. It remains a mystery how
you secured an interest-free loan of 1 million dollars and a bank loan of nearly double that
amount. We were informed it was a miracle at the time. However, the international financier
involved never signed an official loan document, and we have not met him despite his provision
of millions to the church over 14 years. Only you have access to him.
Under duress, we became guarantors on the bank loan with the Bank of Queensland. The bank manager generously agreed to provide Casey City Church with $144,000 as a gift (12k p/m) to
cover the interest repayments for a year. Now, that banker, Immanuel Shmuel, has been
imprisoned for tax fraud – falsifying ATO BAS returns during the period he collaborated with
you. When he attempted to retract his financial commitment to the church, you and Christa
visited him, and spent three hours ‘prophesying’ over him, insisting that he not default on a
financial commitment he supposedly made to God. In reality, he made the promise to you, and
you manipulated him, as well as all of us who were on the receiving end of that email. We felt
trapped and unable to withdraw – financial spiritual abuse.
And then there were the prophecies. Countless prophecies. They were your driving force
behind the decision to purchase the building. And although you may try to shift the ‘blame’
onto me—yes, I saw the building, I encouraged you, I had ‘faith’—I was barely 30 at the time!
You had groomed both Stuart and me to serve you unconditionally, as “Armour Bearers”: to
protect, and defend, above all else.
We see everything clearly now, and our hearts ache for all who have come and gone, casualties
beneath the wheels of the Casey City Church bus. The harm runs deep. You may attempt to
conceal it and pretend it doesn’t exist, but it is undeniable. The toll is in the hundreds.
You vowed to heed the interim elder’s decision at the end of their investigative process. They
found you disqualified. And yet you refused to step down. You are clinging to your power. Is it
because of the millions from the building sale? There isn’t much left now, though. So many
funds have been drained on lawyer fees in a futile attempt to safeguard your position.
Larry, we were friends, but I failed to grasp the extent of your control over me and how you
manipulated me to fulfill your agenda. You exploited my passion, my ambition, to draw others
into your orbit.
I’m so sorry to all those I pulled in to Casey City Church. I’m so sorry. We are sorry.
Larry, this serves as our formal resignation letter. We could articulate so much more, including
what we were confronted with today. A revelation of the repulsive questions you posed to
several young girls during one-on-one interrogations in your office. They placed their trust in
you, seeking your guidance. Yet, you betrayed that trust. You asked disgusting questions in
private, aiming to shift blame onto the female victims of sexual abuse, and exonerate the male
perpetrators. Utterly revolting behavior.
More truth will continue to come out.
Please. For everyone’s sake. Resign.
There was a previous occasion in 2011, when we resigned as elders. In response, you
threatened to resign as well. Somehow, that didn’t end up proceeding..
Perhaps today you can return to that resolution?
We resign. Can you do the same?

Kevin Manning joined the church later becoming Executive Pastor.
Parable bookstore was not viable and eventually left the premise, the church repurposing the upstairs section and “crossed over” to the upstairs section of the facility.
2011
Church continued to meet in the downstairs section. Cafe and other businesses continued. Som changes in tenants.
2010
Casey City Church start renovations and move in to new property. 1 million interest free loan and 1.8 million BOQ bank loan.
Renovations on church building continue into 2011 to establish other businesses.

Investor from Singapore, Ng Hock Ching, purchases Cardina Property and partners with Larry. Starts building the homestead (that is now an AirBNB).
‘Light Up Australia’ property (426 Princes Hwy) is put on market.
Meetings start and continue at the MPC Christian College until 2010.
June 24, 2008.
The Multipurpose Center (MPC) for a Christian College is built (a basketball stadium with mezzanine floor). Casey City Church moved into the MPC.

Church moved to a Christian College – music portables. Royal Rangers started. Offices for church were also located at the college.
2004
Moved to a Pound Road site temporarily. Moved to Berwick Church of Christ, meeting on Saturdays in the main auditorium.

Larry establishes the church. Start meeting at Berwick Scout Hall. Mostly family and some others

I am one of the founding members of CCC. Like many others, I too suffered abuse from Pastor Larry. As a result of unrealistic performance expectations, overwork and lack of support from Pastor Larry, I became very anxious to the point of collapsing in the Doctors office, followed by a seizure and consequently admitted to hospital. After this medical incident I resigned from Casey City Church. I continued to suffer seizures for 3 years, which was initially diagnosed as Epilepsy, although a later diagnosis was changed to Pseudo Seizures, resulting from overwork and stress. I still suffer PTSD as a consequence of my time at CCC, and was unable to report my experience to Karen or the interim elders, although I believe I am now ready to publicly declare my experiences. I was able to write in my book “Life of MIcah, Suicidal to Success” a description of Micah’s (a fictional character) experience at a church, which relates to my true experience at CCC , but the book is categorised as Fiction, to protect the identity of the people I write about.
